The meeting was called to order at 7:30 p.m. by Chairman Steven Patton.
WATER BILL APPEAL - 40 SOUTH MAIN STREET
Mr. Himes said at the last meeting it was asked that they go out an check the new meter that was installed and also check the plumbing to try to determine where the water went when it went through each meter. It turns out that there is no rhyme or reason to where the plumbing goes. Both units share water out of both meters so there is intermingling. It is not clearly delineated between the two meters.
Mr. Patton said they have a meter that has a specific reading on it. He said he is not sure that they are ever going to figure this out and frankly, it is not the Village’s responsibility; it is private property. We did what we were supposed to do and I just don’t know what else we can do. We have $14,000 worth of charges on that meter.
Mr. Patton suggested maybe charging Mr. Hughes 75% of the bill, but he isn’t even sure they should do that. Mr. Williams suggested giving him the discount and let it be worked out over time.
Mrs. Evans said I know I have recused myself from this discussion, but I do have an example of something. Is the $14,000 from the date that he purchased the building? Mr. Himes said yes, it would be from whenever the meter went in, assuming the meter read zero when it went in. Mrs. Evans said I have had a similar circumstance in a rental property that I have in Solon with the City of Cleveland Water Department. I called them and they only charged me from the time I purchased the property, which was in 2000 until 2008 and so they divided the whole amount over 30 years and they said because I purchased the property on this date, I wasn’t responsible for the water that was used prior to that time. They did have a history of that meter. Mr. Patton said that is not the case here.
Mr. Williams said I think we are going to have to wait just a little bit longer to get better data before we decide whether or not a compromise is even warranted.
