SAFETY COMMITTEE

The meeting was called to order at 7:15 p.m. by Chairman Janna Lutz.

FIRE CODES

Mr. Alunni explained the proposed amendments to the code.

SECTION 1. That existing Section 1501.12, Conflicts with Building Code or State Law, of the Codified Ordinances of the Village of Chagrin Falls be, and the same is hereby amended to read and provide, in its entirety, as follows:

“1501.12 CONFLICTS WITH BUILDING CODE OR STATE LAW.
If any of the provisions of this Fire Prevention Code conflict in any way with the provisions of the Building Code, the stricter code shall prevail. In the event of a conflict between this code and the State law, the state law shall prevail.”

SECTION 2. That existing Section 28.9, Flammable Decorative Materials of Section 1501.13, Amendments, of the Codified Ordinances of the Village of Chagrin Falls be, and the same is hereby amended to read and provide, in its entirety, as follows:

“1501.13 AMENDMENTS.
The Fire Prevention Code adopted herein is hereby amended as follows:

Section 28.9 Flammable Decorative Materials.
(a) (deleted)
(b) (1) Decorative materials displayed in commercial buildings, schools, churches, apartment corridors and lobbies, or public buildings shall not be decorated with lights. Indirect lights may be used.
(2) Decorative materials shall not be placed in a position where they will block doors or exitways.
(3) Indirect lights shall not be placed near combustible material.
(4) All decorative material shall be fire resistant.
(5) Flexible cords from any electrical outlet or display, equipment or appliance shall not be spliced, tacked, stapled, or fastened to woodwork or walls, tied to or draped over pipes or other supports.

SECTION 3. That existing Chapter 1503 be and is hereby amended by the inclusion of a new Section 1503.08, Fire Alarms, which shall read and provide in its entirety as follows:

“1503.08 FIRE ALARM SYSTEMS.
All inspection, testing and maintenance of fire alarm systems must be witnessed by a certified fire safety inspector of the Chagrin Falls Bureau of Fire Prevention, unless waived by Chagrin Falls Bureau of Fire Prevention personnel. Notice of inspection, testing and maintenance of fire alarm systems shall be given a representative of the Chagrin Falls Bureau of Fire Prevention not less than two (2) business days prior to the scheduled inspection. All fire alarm inspection, testing and maintenance companies shall register with the Village of Chagrin Falls and must be certified to perform inspections, testing and maintenance pursuant to State law. Failure to comply with this section shall result in the refusal of acceptance of the inspection, testing or maintenance of the fire alarm system and it shall be deemed noncompliant.”

SECTION 4. That existing Chapter 1503 be and is hereby amended by the inclusion of a new Section 1503.09, Water-Based Fire Protection Systems, which shall read and provide in its entirety as follows:

“1503.09 WATER-BASED FIRE PROTECTION SYSTEMS.
All inspection, testing and maintenance of water-based fire protection systems must be witnessed by a certified fire safety inspector of the Chagrin Falls Bureau of Fire Prevention, unless waived by Chagrin Falls Bureau of Fire Prevention personnel. Notice of inspection, testing and maintenance of water-based fire protection systems shall be given a representative of the Chagrin Falls Bureau of Fire Prevention not less than two (2) business days prior to the scheduled inspection. All water-based fire protection system inspection, testing and maintenance companies shall register with the Village of Chagrin Falls and must be certified to perform such inspections, testing and maintenance pursuant to State law. Failure to comply with this section shall result in the refusal of acceptance of the inspection, testing or maintenance of the water-based fire protection system and it shall be deemed noncompliant.”

SECTION 5. That existing Chapter 1503 be and is hereby amended by the inclusion of a new Section 1503.10, Standpipes and Fire Department Connections, which shall read and provide in its entirety as follows:

“1503.10 STANDPIPES AND FIRE DEPARTMENT CONNECTIONS.
All standpipes and fire department connections shall be painted red.”


SECTION 6. That existing Chapter 1503 be and is hereby amended by the inclusion of a new Section 1503.11, Key Boxes, which shall read and provide in its entirety as follows:

“1503.11 KEY BOXES.
Key boxes shall be installed on all commercial and educational occupancies, as well as multi-family dwellings which are designed for occupancy by more than two families. The location of the key boxes must be approved by the Chagrin Falls Bureau of Fire Prevention prior to installation.”

SECTION 7. That existing Chapter 1503 be and is hereby amended by the inclusion of a new Section 1503.12, Inspection Required Prior to Occupancy, which shall read and provide in its entirety as follows:

“1503.12 INSPECTION REQUIRED PRIOR TO OCCUPANCY.
In accordance with the Planning and Zoning Code of the Codified Ordinances of Chagrin Falls all commercial occupancies shall have a fire safety inspection by a representative of the Chagrin Falls Bureau of Fire Prevention in order to obtain an occupancy permit.”

Moved by Mrs. Evans, seconded by Mrs. Lutz that we recommend to Council the passage of Ordinance 2008-05. Carried.

The meeting adjourned at 7:25 p.m.
