The meeting was called to order at 7:30 p.m. by Chairman Steven Patton.
BILL KOONTZ - SOUTH RUSSELL TRAILS
Mr. Himes said Mr. Koontz wants to build a bike path through South Russell and into the Village. Because Mr. Koontz is not present, Mr. Patton said they will table this issue.
FALLS LANDING WALL REPAIRS - BID REVIEW
Mr. Himes explained that the base of the wall of the observation deck that is behind the Popcorn Shop is eroding so they need to stabilize it. Mr. Lannon said out of three bids, the high bid was $170,000, then $90,000, and the low bid was for $49,446 from Stable Construction Co. Stable Construction Co. is going to repair it in a fashion that aesthetically it will retain its historic appearance. Mr. Lannon recommended including a $7,500 contingency fee so the total would be $56,946.
Moved by Mr. Patton, seconded by Mr. Milko that we authorize the repairs to the wall as described in the $49,446, which was the lowest and best bid by Stable Construction who has worked with the Village previously, and also add a $7,500 contingency to that for a total allocation of funds of $56,946 and that we ask Council to approve this tonight. Carried. Ayes: Patton, Milko, Watterson. Nays: None.
CHAGRIN RIVER WATERSHED PARTNERS PROFESSIONAL GRANT CONSULTING SERVICES
Mr. Himes explained that the Village received a grant from the EPA to lower the spillway at the Ivex dam. The Chagrin River Watershed Partners wrote the grant and agreed to do the grant administration. They would charge $5,000 for those services. Spillway LLC has agreed that they will pay for the professional services by putting a deposit with the Village for professional services as a part of the development agreement.
Moved by Mr. Patton, seconded by Mr. Watterson that we enter into the agreement with the Chagrin River Watershed Partners for the consulting services with regard to the grant for the spillway dam in the amount of $5,000. Carried. Ayes: Patton, Milko, Watterson. Nays: None.
WHITESBURG PARK SHELTER HOUSE
Mr. Himes said Art Kvacek has proposed that the shelter house be used by the Boy Scouts and that they would make some repairs to it. He said Mr. Kvacek created a drawing and some cost estimates for materials. The repairs he is proposing look reasonable to make that a usable structure. Mr. Kvacek said the amount for the materials and a split-rail fence is about $900; labor would be free.
Mr. Kvacek said once the repairs are complete, he said he would like to put stipulations on the use of the facility such as groups of 8-10 at a time, no parking after 11:00 p.m., and they would not use the driveway going up off of Russell Road; everything would have to be walked up the walkway.
Mr. Patton said they can make a motion at the Council meeting tonight.
