VILLAGE OF CHAGRIN FALLS
FACILITIES AND SERVICES COMMITTEE

The meeting was called to order at 7:30 p.m. by Chairman Steven Patton.
HERITAGE HOME LOAN PROGRAM
Mr. Himes explained that this program was initiated by the County Auditor to provide low interest loans for people who were intending to improve historical homes. The program is administered by the Cleveland Restoration Society. We have received this year’s “management fee” that the Village pays to be a member of the program through the Cleveland Restoration Society, which is $8,755. The Mayor had asked that this Committee consider and determine whether it is worthwhile to continue.
Mr. Himes said Chagrin Falls has been involved with this program since 2003 and have provided ten loans over the past four years in the total amount of $450,800. The total fee for the program over those four years was $34,000, about 7 ½% of the total loans. The borrowers who have taken advantage of the program received a 3 ½% rate on the money they borrowed and then also paid a technical assistance fee of 2%. Technical assistance is provided to other residents of member communities at no cost.
Mr. Himes said in the first quarter of 2008 there was one loan for $35,000, in 2007 there were two loans for $17,500, in 2006 there were three loans for $283,000, and in 2005 there were four loans for $115,000 so it has tapered off quite a bit in the last couple of years.
After discussion, the Committee agreed to ask that a representative from Cleveland Restoration Society come to their next meeting and that they get a more detailed list of the history of the loans for the last three years.
WHITESBURG PARK SHELTER
The Committee heard a request from Art Kvacek to have the Scouts make improvements to the shelter by putting up a fence between the property and the Bruner residence, who is contiguous to the property. He is also proposing to put up a railing within the structure to reinforce some of the walls and do some other work as well. He is going to get back to the Committee with a cost estimate and preliminary plans.
ARCHITECTURAL REVIEW BOARD
Mr. Himes explained that Ordinance No. 2009-10 amends the sections of the Codified Ordinances that pertain to the ARB to make them consistent with the Charter amendments from November, 2008.
Moved by Mr. Patton, seconded by Mr. Watterson that we recommend to Council that we do amend the Codified Ordinances pertaining to the ARB so they are consistent with the Charter. The motion carried unanimously.
