VILLAGE OF CHAGRIN FALLS
CHARTER REVIEW COMMISSION
June 19, 2006

Also present: Mayor Brick, Himes, Byron, Milko, Evans
The meeting was called to order at 7:00 p.m. by Chairman Lydia Champlin.
A motion was placed on the floor, and it was seconded to approve the minutes of the meeting held June 13, 2006. The motion carried unanimously.
The Commission reviewed the draft report to Council prepared by Mr. Byron. A motion was placed on the floor, and it was seconded to approve the draft Report to Council as amended. The motion carried unanimously.
SECTION IV-8(d). POWERS AND DUTIES
Moved by Mr. Schmidt, seconded by Mr. Bodwell that the Charter Review Commission submit to Council the changes in the three readings rule to more conform with the current practice. The motion carried unanimously.
SECTION VII-8. MUNICIPAL ENGINEER
Moved by Mr. Hubbard, seconded by Mr. Bodwell that the Charter Review Commission approve Section VII-8. Municipal Engineer as rewritten and send it to Council for approval, where the Mayor has the power to recommend removal subject to the action of Council as he does in all the other department heads. The motion carried unanimously.
SECTION III-1. TERM
Moved by Mr. Bodwell, seconded by Mr. Hubbard that the Charter Review Commission amend Section III-1. Term of the Mayor to be changed from two years to four years. The purpose of this is to provide continuity in the Administration of the Village and hopefully to continue to attract competent and sufficient people for the Village Administration. The motion carried unanimously.
MISCELLANEOUS
Mr. Byron was asked to explain the process to replace the Mayor in case he can not serve his term in full.
Mr. Byron said there would be authority for the current Council President to resign his position and immediately select a new Council President. If the Council President declines to serve as acting Mayor Council then appoints, by a majority vote, one of its members as acting Mayor for the unexpired term.
It was suggested that this be clarified for the public if the four-year term for the Mayor passes.
